What Warren County Is Really Being Asked to Approve
This is not simply a story about solar panels.
Warren County is being asked to approve roughly 2,000 additional acres for utility-scale solar development at the same moment the regional electric grid is being redesigned around a kind of electricity growth we have never experienced before.
To understand why that matters, you have to look at three things together: MISO’s new Series 2 Futures planning report, MISO’s interactive generation-siting map, and the battery-storage and data-center regulations recently provided to me by the Warren County Clerk.
Together, they show us something much larger than a solar farm.
MISO is the regional grid operator responsible for planning the electric system across much of the Midwest, including Ameren Missouri’s territory. MISO does not decide Warren County zoning. What it does decide is what the regional grid may need in the future: how much electricity will be demanded, how much generation will be required to meet it, where that generation could reasonably connect, and ultimately where more transmission capacity may be necessary.
Its newest planning framework is called Series 2 Futures.
MISO says Series 2 specifically focuses on the impacts of accelerated load growth and will become the foundation for the next stage of Long Range Transmission Planning.
That phrase matters: accelerated load growth.
Historically, utilities could plan around relatively predictable increases in electricity use. More homes. More businesses. Population growth. A factory here or there.
That is no longer what MISO is planning around.
MISO now says it is experiencing an “unprecedented surge” in large electrical loads, specifically naming data centers, AI computing facilities, advanced manufacturing and other energy-intensive industries. Many want to connect in only 18 to 36 months — far faster than major new power plants and transmission lines can normally be built.
That new reality is built directly into MISO’s Futures.
The higher-growth Series 2 scenarios assume significantly greater electricity demand, including increased development of data centers and domestic manufacturing. Then, while MISO was finishing the study, its newer load forecast came in even higher because members had identified still more large loads. MISO created an additional Future 3+ case to test what happens when demand exceeds even its already-high Future 3 assumptions.
In other words, MISO is not adding enormous amounts of future generation merely because it expects ordinary communities to grow at their historical pace.
The extraordinary loads are now part of the planning equation.
And this is where Warren County enters the picture.
MISO published an interactive map showing where its models place future generation across the regional grid.
There are two symbols worth understanding.
A triangle represents a member-planned resource: something a utility or MISO member has already identified as planned.
A circle represents a model-built resource.
That does not mean MISO has ordered a solar farm to be built on a particular Warren County property. That distinction is important.

It means MISO’s modeling determined that, under that future scenario, additional generation is needed in that electrical geography for the regional system to work as modeled.
And the Warrenton area appears as one of those model-built locations.
That should change how we think about another 2,000 acres of solar.
The question isn’t simply whether Warren County needs more electricity because more houses may someday be built here.
The regional planning model is asking a different question:
Where can generation be added to support the future load of the entire interconnected system?
Warren County sits in useful electrical geography. We have transmission infrastructure, substations, existing generation development and real interconnection activity. That makes land here valuable not simply as farmland, but as part of the physical architecture of the electric grid.
Now read that alongside the proposed regulations Warren County itself is preparing to adopt.
The battery-storage ordinance provided by the County Clerk defines utility-scale Battery Energy Storage Systems as installations of at least 5 MW or 20 MWh. It expressly anticipates batteries operating integrated into a solar energy farm and includes transformers, substations, switchgear, electrical collection systems and transmission infrastructure as part of a BESS development.
More importantly, on agricultural land, the proposed ordinance says this utility-scale battery use may occur only in connection with a Solar Overlay District.
Approving the solar project does not automatically approve batteries. A battery project would still require another conditional-use process.
But approving a Solar Overlay District creates the land-use condition under which large-scale battery storage could later be proposed there.
And a future BESS site plan would specifically identify its batteries, inverters, transformers, substations, transmission lines, collection systems and interconnection facilities.
Now look at Warren County’s proposed data-center regulations.
Those regulations recognize that data centers are not ordinary commercial buildings. Applicants would have to disclose substations, transformers, switchgear and utility infrastructure, along with all transmission and interconnection facilities associated with the development.
The county would specifically require an assessment of their “energy demand, peak load impacts, and associated utility infrastructure requirements.”
That is the connection.
Solar generation and data centers are not the same project.
A solar panel in Warren County does not physically send a labeled electron into a particular data center.
But they participate in the same electrical system.
Generation adds supply.
Storage allows some of that supply to be shifted through time and makes the system more flexible.
Substations and transmission allow electricity to move.
And additional system capability makes it possible to serve additional load — including the unprecedented large loads that MISO says are now reshaping its planning.
This is why it is misleading to talk about these 2,000 acres as though Warren County is simply deciding whether to produce some extra electricity for ourselves.
There is no provision in this zoning approval that puts a credit on your Ameren bill.
There is no guarantee that Warren County families receive cheaper electricity.
There is no reservation saying this generation must first serve local homes, farms and businesses.
Utility-scale generation enters a much larger regional power system.
That system absolutely serves us. We all depend on it.
But the same system is now being expanded to serve some of the largest private electrical consumers ever contemplated.
So this is not an argument that solar is inherently bad.
It is an argument for understanding what our land is being asked to support before we surrender another 2,000 acres to it.
Warren County is not merely voting on panels.
We are deciding whether more of our land becomes generation territory — and potentially storage and interconnection territory — inside a regional grid whose planners are openly telling us they are preparing for unprecedented new industrial and data-center demand.
MISO can model where generation should go.
Ameren can plan transmission and generation.
Developers can request interconnection.
But those models ultimately collide with something very real:
somebody owns the land, and somebody locally still has to say yes.
That is the decision Warren County is holding right now.
